On the 10th of July in Sofia took place the following seminar to the course that took place in May 2006 in Plovdiv. The theme was again “Conditions for life and state of the farm animals“. The organizators were the Royal Society for the Prevention of Cruelty to Animals (RSPCA) and the National Veterinary Services in Bulgaria.

On the 10th of July in Sofia took place the following seminar to the course that took place in May 2006 in Plovdiv. The theme was again “Conditions for life and state of the farm animals“. The organizators were the Royal Society for the Prevention of Cruelty to Animals (RSPCA) and the National Veterinary Services in Bulgaria.
The first part of the seminar was lead in a very unusual way. All participants were divided into 5 working groups. They had to discuss the consequences of the seminar in Mai 2006. The main questions they had to discuss were “Did you succeed to make some changes in your work in order to improve the living conditions and the state of the farm animal during the time of the course? Which changes had the best effects?” and “What plans for future improvement of the living conditions and the state of the farm animals do you have?” The groups worked very long and concentrated to show the work they have done, and later on the answered to questions related to the theme. After the article is presented a shortened summary of the presentation of every group.
      During the second part of the seminar were presented several lectures. The first lecture was presented by Dr. Milen Georgiew, inspector RWMS Haskowo. The theme of his lecture was “Practical aspects of the humane attitude towards the animals in a regional sphere”. In this lecture were discussed the problems with the humane attitude towards farm animals in region Haskovo, Bulgaria. Dr. Georgiev explained the types of animals, their conditions and the farms, which take care of them. It was also discussed the structure of the veterinary services, main problems and aims to HA (Health care for animals), strategies and ways for better humane attitude towards animals, main deeds that were undertaken and the means for inspection. Dr. Milen Georgiev did not miss to mention some ideas that were given by RSPCA. In conclusion, the inspector explained that the control over the hens and pork farms should increase and the restrictions should be harsher. The other two lectures were presented by Dr.vet.med. Mladen Tomshich, inspector- advisor in Slovenia, who was also a special guest of the seminar. His first lecture was on the theme “Preservation of animal during their transportation”. In his lecture he showed many data from the transportation of animals, unpredicted stops, mobile clinics supplied with modern technologies. The main way to control the humane attitude during transportation is to control the border posts, terminals, gas stations and their parking, loading points, entrances for slaughtering, exhibitions and fairs. The condition of the animals and the vehicle were also very well described. Dr. Tomshich showed some very interesting police actions as well, connected with animals; however, such do still not exist in Bulgaria. The second lecture of the Slovenian showed the Regulation of the Council [EU] 1/2005. This was a full description of the law for protection of animals during transportation. In this law are described all aspects from the transportation – planning, loading, transportation, emergency stopping and killing, unloading, and the actions after.

1 Group – says that there is improve in transportation and farms
Actions:
· Inform the private veterinaries with the problems, who will inform the society and the farmers; a way to inform
· Check-lists – prepared on the basis of the materials from the seminar in Plovdiv
· More inspections in the farms – usage of check-lists
· Vehicles – organized courses for drivers
· Slaughtering – usage of check-lists
· Notifications for corrects actions
· Negative outcomes: Vehicles – not enough, not prepared, often change, used only once; operators in farms are not enough qualified; lack of road checking; farms are without enough insurance and incomes
2 Group
Actions:
· More knowledge and experience – farmers are taught and more communicational relationships are formed
· More inspections – non/planned
· Usage of check-lists
· Humane attitude of the society – to convince the society to inform for hungry/injured /wrapped animal or to help the animal
· Usage of elementary equipment in the farms so that everyone can handle with it
· Veterinary faculties – courses for humane attitude
Plans:
· Local budget – better equipped, more courses
· The involvement of more interested persons – private veterinaries
· Creation of handbooks and brochures
· More stable communication between organizations for protection of animals, veterinaries and farmers
3 group – teacher in faculties
Activities:
· The medical faculty in Stara Zagora – new lectures for students; practical teaching for usage of check-lists; science projects connected with the usage of farm animals, but before that are trained with what will be done; courses for teaching drivers to humane attitude towards animals
o Problem: difficult access into the farms
4 Group
Hard conditions:
· Lack of means for inspection; hard communication with farmers; doctors do not have enough time to check for the humane attitude; unqualified persons in charge
5 Group – Association of the ministry
Actions:
Elaboration of laws
